Growth Management in Mason County

With a new 20-year comprehensive plan, rapid growth in Belfair, and pressure from the Puget Sound metro area, Mason County needs thoughtful leadership to manage growth while preserving what makes our community special.

Growing Responsibly

Managing growth is about making deliberate choices about Mason County's future.

Mason County stands at a pivotal moment. The 2025 Comprehensive Plan Update, covering the period from 2025 to 2045, has been adopted, establishing the framework for how the county will grow and develop over the next two decades. This plan will determine where homes are built, where businesses can locate, how transportation networks are expanded, and which areas are protected for their environmental or rural value.

The stakes are high because the pressures are real. Mason County is surrounded by approximately 1.3 million people in the greater Puget Sound metropolitan area, many of whom recreate in Mason County and an increasing number who are looking to live here. Remote work has accelerated this trend, as workers who once needed to commute to Seattle or Tacoma now seek the lower costs and higher quality of life that Mason County offers. This demand drives up housing prices, increases traffic, and puts pressure on infrastructure and services.

The Belfair Urban Growth Area exemplifies both the opportunity and the challenge. As one of the county's fastest-growing communities, Belfair is attracting residential and commercial development that brings economic activity and vitality. But without careful management, rapid growth can overwhelm infrastructure, degrade environmental quality, and transform community character in ways that residents never intended.

Growth Challenges Facing Mason County

Development Pressure from the Metro Area

With 1.3 million people living within easy driving distance, Mason County faces constant development pressure from the Puget Sound metropolitan area. Rising housing costs in Seattle, Tacoma, and Olympia push home buyers and renters toward more affordable communities like Mason County. While this brings economic activity, it also drives up local housing prices, increases traffic on roads not designed for urban volumes, and accelerates the conversion of rural land to residential development. Managing this pressure while maintaining affordability for existing residents is one of the county's most complex challenges.

Belfair Growth and Infrastructure

The Belfair Urban Growth Area is growing rapidly, attracting new residents and businesses drawn to its location and relatively lower costs. The Belfair sewer system was a major infrastructure investment designed to support this growth, but continued expansion requires ongoing attention to road capacity, broadband coverage, water supply, and community services. Without proactive planning, Belfair risks the kind of unmanaged growth that creates traffic congestion, overcrowded schools, and strained services.

Preserving Rural Character

Mason County's rural character — its forests, farmland, waterways, and small-town communities — is precisely what makes it attractive. But growth, if not carefully managed, erodes exactly these qualities. Balancing the need for new housing and economic development with the preservation of rural landscapes, working forests, and community identity is the central tension in growth management. Residents who moved here for the quiet, the space, and the natural beauty rightfully expect that these qualities will be protected.

Transportation and Traffic

Growth means more vehicles on roads that, in many cases, were designed for rural traffic volumes. The $1,000 per-trip transportation mitigation fee helps fund improvements, but the cost of road expansion and maintenance far exceeds what fees alone can cover. State highways like SR 3 and SR 101 also serve as primary corridors for local traffic, and congestion on these routes affects residents throughout the county. A comprehensive approach to transportation that includes road improvements, alternative routes, and land use policies that reduce vehicle trips is essential.

Karen's Approach to Growth Management

Planned growth that strengthens communities and protects what we value.

Karen understands that growth is not something to fear — it brings economic opportunity, cultural vitality, and resources to support community services. But growth without planning is simply sprawl, and sprawl degrades everything residents value about Mason County. As a financial planner, Karen knows that the best outcomes come from making deliberate choices, not from reacting to events after they unfold.

1

Implement the Comprehensive Plan Effectively

Karen will work to ensure the 2025-2045 Comprehensive Plan is implemented faithfully, with consistent enforcement of land use policies and regular review of whether the plan is achieving its goals. A plan is only as good as its execution, and Karen will bring the discipline of a financial planner to ensuring the county follows through on its commitments.

2

Direct Growth to Prepared Areas

Karen supports concentrating new development in urban growth areas like Belfair where infrastructure already exists or is planned, rather than allowing scattered development in rural areas that strains services and degrades community character. This approach makes the most of existing infrastructure investments and preserves the rural landscapes that define Mason County.

3

Ensure Growth Pays Its Way

Karen supports impact fees, transportation mitigation fees, and other tools that ensure new development contributes its fair share to the infrastructure and services it requires. Existing residents should not bear the full cost of accommodating growth. At the same time, fees must be set at levels that don't make housing unaffordable or discourage beneficial development.

4

Strengthen Public Participation

Karen will work to ensure that growth planning decisions reflect the input and values of Mason County residents. She supports strengthening the Planning Advisory Commission, improving public notice and participation in development decisions, and creating more opportunities for residents to shape the future of their communities. The commission is actively seeking new members, and Karen encourages engaged residents to serve.

5

Protect Environmental Resources

Karen supports growth policies that protect sensitive environmental areas including Hood Canal shorelines, salmon habitat, wetlands, and working forests. Smart growth management means saying yes to development in the right places and protecting the natural resources that define Mason County's character and support its economy.
